High skill power and reduced cooldown. Both of these attributes are key here - the skill's power will allow you to install better modifications for the ballistic shield (and healing abilities - more on that later), and reducing cooldown will allow you to use the ballistic shield faster after it has been destroyed.
A very specific pistol - in this case, it will be a Liberty pistol.
A ballistic shield with a deflector. Other modifications to this ability are not bad, but Deflector is second to none in terms of efficiency and durability.
Increasing the duration of the skill. This can be achieved by using the Recharged talent, which can be found in the main weapon, as well as the Capacitive, which can be rolled on a piece of armor.
Increasing the duration of the skill will increase the effectiveness of your healing ability.
Note - Remember that talents can be swapped using recalibration mechanics. The mechanics have been explained in a separate chapter of this guide.
Looking at the above points, you can see that the higher the character's firing rate (RPM), the more you can heal yourself.
